Why voice bot didn't call users?
If you are using an inbound webhook to generate a voice bot user and
call the user, the user is successfully created but the phone call
didn't fire, please check your geo settings in your Twilio account.
Sometimes you will need to unlock the geo restriction to call a certain
number.
